The Annual Meeting is scheduled at a convenient time for working families and offers more opportunity to communicate with residents about topics important to you. The session will feature opening remarks by our County Commissioner, Eric Olivas, which you&rsquo;ll want to hear. We will also discuss dead trees and the removal of forest fuels. We anticipate announcing a formalized tree-removal project, involving the Ciudad Soil and Water Conservation District and fuel-removal grants from Ciudad and the East Mountain Wildfire Preparedness Association (EMWPA). We will also discuss a renewed November HOA chipping program.</span></p>

Our community <strong>pool will now close at 7 PM</strong> due to darkness and the loss of two underwater pool lights. Lighting repairs are planned during the pool replastering, which will also require us to officially close the pool for 2026 at the end of September.</p>

<p style="color: #000000; margin-bottom: 8px;"><strong>Pool Replastering Project</strong></p>
<p style="color: #000000; margin-bottom: 8px;">The Amenities Committee, led by Barbara Morrison, has carefully budgeted for a substantial refurbishment of our community pool (as well as our tennis and pickleball courts). We have already replaced the pool pump that moves water through our filtration system, and you can see improved water clarity, which is also affected by substantial work on water chemistry. The pool is ~17 years old, and while it may not look like it is aging, the plaster veneer is flaking and accumulating in our vacuum filter in increasing amounts. At the end of last season, working with HOAMCO, we selected a pool contractor to perform the substantial repair work and scheduled it for as close to the end of our normal pool season as possible. This is prime pool repair time for our contractor, and scheduling is being adjusted as other jobs are completed. We currently plan to empty the pool at the end of September to prepare for the work. We normally keep the pool open through Balloon Fiesta week, but our closing date will be determined by our contractor's availability. <p style="color: #000000; margin-bottom: 8px;">Paa-Ko was very fortunate to receive county funding to crack-fill and over-pave the remaining section of Paa-Ko Drive to the southern entrance. Unless there is leftover material, no other side streets or cul-de-sacs will be repaved this year. Currently (subject to change), the paving work is scheduled for the&nbsp;<strong>week of September 14</strong><strong><span>th</span></strong>.&nbsp;<br />
<br />
The repaving contractor wanted to thank the entire Paa-Ko Community for residents' courteous behavior during the crack-filling stage. It was a long process, but the foreman said they have never worked in an East Mountain area where the community was so appreciative and cooperative.&nbsp;<br />

<p>We have spoken with Marathon Petroleum&rsquo;s spokesperson at SelectRow about the new activity&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">along the Western Refinery Pipeline easement through PaaKo Communities. Although the new&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">pipe was installed and tested this past spring, it had not been tied into the existing operating&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">pipe. They are preparing for that connection now, and work will start around the 21st and&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">continue through the end of the month if things go well.</span></p>
There were other issues covered on the conference call:<br />
<br />
<p>** &nbsp; The reseeding of the disturbed soil did not take root and will be redone.<br />
<br />
** &nbsp; The right-of-way fencing around the Twin Arrow gate area will be repaired. <br />
<br />
** &nbsp; The damaged culvert issue will be examined immediately, and a solution will be&nbsp;<span style="font-family: inherit; font-style: inherit; font-variant-caps: inherit; font-size: 13px;">proposed.<br />

<br />
While I&rsquo;m grateful for neighbors picking up their dog poop in bags while walking their dogs, and I&rsquo;m fine with them throwing the bags in my trash bin <strong>BEFORE</strong> garbage pickup, throwing dog poop bags into an <strong>EMPTY</strong> trash bin means it will sit in there for a week. &nbsp;It has happened at least three times. <br />
<br />
I'm grateful for the efforts to pick it up! &nbsp;Just not a fan of old poop sitting in the soon-to-be heat for a week.<br />

<p>As you may already know, last year we received funding from NMED to&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">begin the process of obtaining continued grant/loan funding for needed&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">repairs and upgrades to our fifteen (15) year old Wastewater Treatment&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">Plant and Sewage Collection System.</span></p>
<p>This included funding for the engineering firm of Molzen Corbin &amp; Assoc.&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">to produce a Preliminary Engineering Report to identify the projected&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">needs over the next ten to fifteen years.</span></p>
<p>The report was completed last fall which included direction to complete&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">paperwork required to submit our request to the legislature (through the&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">NM legislative capital outlay process) for the 2026 legislative session.</span></p>
<p>Last week we received the amazing news of not only one, but two award&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">notices: one from the State of New Mexico, and the second from NMED&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">(New Mexico Environmental Department), who funded the PER&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">(professional engineering report). The legislature awarded a Grant of&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">$461,000 and NMED/DFA offered a loan of $576,000 and a grant of&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">$144,000. The loan is at 1% for 20 years.</span></p>

A healthy looking mountain lion has been spotted on the north end of Paa-Ko on Mudhead Ct.</span><br />

Rattlesnakes and other snakes are out. &nbsp;This time of year, they are usually sunning themselves on a rock or along the edge of the pavement. As it warms up they will enjoy being under a rock or vegetation and sometimes happily wrapped around the cool base of a planter on your porch. &nbsp; Preferred hunting time is during the night (except for the coachwhip which likes the heat of the day). Keep your ears alert for rattles and always watch your step wherever you may be going. &nbsp;Coachwhip snakes also like to climb trees. January 2025 Update PCSA<br />

<p>
As previously reported, we placed Molzen Corbin to produce a Preliminary Engineering&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">Review PER for the entire Paa-Ko Communities Sewer Association system. This was based&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">on a State Grant of $50,000 for the work. The bids were greater than the amount of the&nbsp;</span>grant and Molzen Corbin was at $111K. We decided we could afford the additional monies&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">and that this planning was badly needed so we put Molzen Corbin under contract last&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">November. We appointed our board member Scott Verhines to manage the project as he&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">has spent his entire career doing this kind of work. The project is going quite well, and we&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">expect completion sometime this summer.</span></p>
<p>Earlier this year we contacted the State to see if they might help with the additional money&nbsp;<span style="font-family: 'PT Sans'; font-size: 13px;">required. The State came back to us with an offer of an additional $9K as a grant and $60K&nbsp;</span><span style="font-family: 'PT Sans'; font-size: 13px;">as a 20-year loan for 1% annual interest. <br />

Let's hope this is the beginning of a great Paa-Ko tradition. &nbsp;<br />

All Paa-Ko dog owners need to respect the fact that some breeds, dog sizes and loose dogs cause concern among some residents no matter how tame the animal is presumed to be by the owner, and that once in awhile, even the best trained dog can see a temptation too great to pass up.
